Advisory Board of the CEO

The Advisory Board of the CEO is the professional body that helps the CEO in his activities and in the consideration of matters within his responsibilities. The CEO Advisory Board is managed by the CEO and provides him with assistance in relation to issues concerning management of the company’s business operations.

Gennady Lyubin,
First Deputy CEO


Born in 1965.

He graduated in 1990 at the Oil Institute “Academician MD Millionshtchikov” in Grozny, and his expertise lies in the technology and complex mechanization of the development of oil deposits.

His career began in 1990, when he worked as an operator in oil and gas production, and over the years he served as a serviceman, manager of an oil and gas production unit, and a chief engineer of the oil-and-gas production department Harampurneft, PO Purneftegaz. In 1998, he served as the head of the oil-and-gas production department Tarasovskneft, PO Purneftegaz. In the period between 1998 and 2001, he was the head of the oil-and-gas production department Zapolyarneft, PO Noyabrskneftegaz. From 2001 to 2002, he held the position of the manager for the Palyanovski oil production project. In the period between 2002 and 2005, he served as the Deputy CEO for new projects in PO Noyabrskneftegaz. From 2005 to 2008, he was the CEO of Gazprom Neft-Hantos, whereas in the period between 2008 and 2011, he served as the CEO of Gazprom Neft-Noyabrskneftegaz. From 2011 to 2013, his position was the Executive Director for the implementation of Russian projects of Gazprom Neft-Development, Executive Director of Gazprom Neft Shelf and Acting CEO of Gazprom Neft Self. In the period from 2014 to 2017, he was the CEO of Gazprom Neft Shelf, and in the period between 2017 and 2018, he served as the Executive Director of Gazprom Neft-Development.

Mr. Lubin assumed the position of the First Deputy CEO of NIS Novi Sad in August 2018.

Andrey Tuchnin,
First Deputy CEO for Downstream


Born in 1975.

He graduated from Moscow State University of International Relations (MGIMO), School of International Economic Relations, in 1996.

From 1996 to 2001, he worked at “Alfa-EKO”, in which he worked his way up from a manager to the head of Oil Export Department. A year later, he joined SIBUR, where he first headed Liquid Petrochemicals Sales Department and later Compressed Gases Sales Department. In 2006, he transferred to YUKOS, to the position of Deputy CEO of “YUKOS Export Trade”. There, he was responsible for the sales of all petroleum products and petrochemicals intended for export. He continued his career in Rosneft, where he worked from 2007 to 2012 as the deputy director of the Sector of Export of Oil and Petroleum Products. He carried out his professional duties along with the duties of the CEO of “RN-Bunker”, which was created from scratch and became a leader in the Russian bunkering market in three years. In 2012, he started working at “Magnatek”, where he was involved in organising the processing of Russian oil at the Refinery in Kazakhstan. From 2013 to 2014, he worked at the United Petrochemical Company, in which he was responsible for designing day-to-day business operations as part of the autonomous petrochemicals business of AFK “System”. Before joining NIS, he held the position of Deputy CEO in charge of Commercial Affairs at “Ufaorgsintez”.

Alexey Chernikov,
Director of Sales and Distribution


Born in 1975.

In 1997, Mr Chernikov graduated from the Ural State Academy of Transport.

A year later, he started working for Instrument Uralsnabkomplekt, a Trade and Industrial Enterprise, as a Commercial Department Manager. While he was building his professional career he also continued his professional development. In 2002 he earned a diploma from the International Finance and Banking School in Moscow, and then in 2012 a diploma from the INSEAD the Business School for the World, and in 2013 a diploma from the Stockholm School of Economics. In 2000 he started working for Sverdlovsknefteprodukt as a Deputy Head of the Department of Sale of Petroleum Products, and less than a year later he became the Head of this Department. He joined the Yekaterinburg Petroleum Products Company in 2002 as the Commercial Director. In 2005 he started working at the same position but this time for Sverdlovsnefteprodukt. He came to PJSC “Gazprom Neft” in 2008 as the General Director of the subsidiary Gazpromneft – Chelyabinsk. From 2013 to March 2015 he was the General Director of Gazpromneft – Ural.

He became the Director of Sales and Distribution Block at NIS j.s.c. Novi Sad in March 2015.

Vladimir Gagic,
Director of Refining


Born in 1969.

Mr Gagić graduated from the Facility of Technology and Metallurgy, University of Belgrade in 1993.

He gained his first experience in process engineering at the Atmospheric Distillation Unit at Pančevo Oil Refinery in 1996. The logical progress in his career was the appointment to the position of Head of the Atmospheric Distillation Unit, where he successfully performed the duties under extremely difficult conditions of economic sanctions. He constantly expanded and broadened his extensive theoretical knowledge by testing it in practise or exchanging experiences with colleagues from different professions at all other refinery units. Having gained excellent practical knowledge of all the segments of the refinery production process, Mr Gagić took considerable part in the Modernization of Refining at the Development and Investment Sector. This was followed by the appointment to the Director of Pančevo Oil Refinery and then Deputy Director of Pančevo Oil Refinery. He was appointed to the position of Director of Refining Block after he successfully performed the duties of the Director of the Technical Department within the Block.

Anton Cherepanov,
Deputy CEO, Director of Finance, Economics, Planning and Accounting (CFO)


Born in 1984.

In 2006, he graduated with honours at the State University of Udmurtia, majoring in the Economy and management in oil and gas industry enterprises. Prior to that, he had acquired a law degree. He holds a certificate of English language translator and interpreter.

In 2002, he started to work in the oil and gas production administration of the town of Votkinsk OJSC ‘‘Udmurt Neft” at the Industrial Safety Department. In the period between 2003 and 2004, he was an expert in the financial department at the CJSC ”TKRS” (well servicing and workover). In the period between 2005 and 2006, he carried out duties of the leading engineer of the Financial and Economic Bock of the OJSC ‘‘Udmurt Neft” (daughter company of TNK-ВР).

In the period between 2006 and 2008, he had held various positions in the holding company of the city of Moscow. In the period between 2008 and 2015, he had held various positions in OJSC ‘‘Gazprom Neft” ranging from principal expert in the Investment and Production Efficiency Department to Head of Business Efficiency Growth Section. In 2013, he successfully completed the Major Projects Management Academy OJSC ”Gazprom Neft” at the ”Skolkovo” Innovation Centre in Moscow. In 2015, he joined OJSC ‘‘ARKTIKGAZ” (Joint Venture of ”Gazprom Neft” and ‘‘NOVATEK“), the position of the deputy of the Chief Executive Officer in charge of finances.

In December 2018, he took up the position of the deputy of the Chief Executive Officer, Director of Function for Finances, Economy, Planning and Accounting.

Sergey Fominykh,
Deputy CEO, Director of Legal and Corporate Affairs


Born in 1979.

Mr Fominykh graduated from the Faculty of Law at the Mari State University and Central European University in Budapest and in the field of jurisprudence and graduate studies at the Moscow Academy of Finance and Law. Afterwards, he completed management programs at the Moscow School of Management Skolkovo and Cambridge Business School.

For over seven years, he worked as an associate in international law and consulting companies. In 2009, he joined the NIS j.s.c. Novi Sad management team as the Director of the Legal Monitoring Department. In November 2010, he was appointed Director of Legal and Corporate Affairs Function at NIS j.s.c. Novi Sad. Mr Fominykh is responsible for managing a team in charge of the company’s legal support, corporate governance and real estate management.

Miloš Grbić,
Deputy CEO, Director of Procurement Function


Born in 1979.

In 2004, he graduated from the Russian State University of Oil and Gas, Department of Economy. One year later, he completed his master studies in Paris, at IFP – Insitute Français du Petrole and acquired the Master of Science degree. In the same year, he started to work as a management consultant in Deloitte Company in Moscow, and from 2006 to 2009, he was employed with Accenture Company, at the position of a supply chain manager, where he was responsible for the execution of logistics projects and implementation of SAP ERP system.

He started his employment with NIS in 2009, at the position of a sector director in newly formed Function for MTSS and CC, where he was working on establishing a unique system of centralized NIS procurement. In the period from 2011 to 2013, he occupied the position of director of Department for Planning and Analytics in Function for MTSS and CC. In January 2013, he moved to the subsidiary of GazpromNeft in Orenburg, holding there the position of Deputy CEO for Procurement, where he was in charge of introducing corporate templates and consolidation of procurement processes. In November 2014, he returned to NIS, to the position of the deputy director of Function for MTSS and CC.

Since January 2019, he has held the position of acting Director of Procurement Function.

Igor Tarasov,
Deputy CEO, Director of Corporate Security


Born in 1952.

He has 38 years of work experience in state security services. He was on the staff of the Embassy of the Russian Federation in Belgrade from 1994 to 1999 and from 2001 to 2006.

He has been holding the position of General Director’s Deputy, Director of Corporate Security Function with NIS j.s.c. Novi Sad since 2009.


Natalia Bylenok,
Deputy CEO, Director of Organizational Affairs


Born in 1970.

She graduated from the Faculty of History at Bryansk State University in 1992, majoring in History and Law. Two years later, she received a degree in psychology at the Faculty of Psychology, Bryansk State University.

In 1997, Ms Bylenok began her professional career at the Professional Orientation and Psychological Support Centre as the Head of the Science and Methodology Department – Consulting Psychologist. She worked at the Centre until 2000, when she transferred to Melkruk and was appointed Deputy Head of the Human Resource Section. She broadened her professional experience by working as HR Director at Desnol. In addition, she served as a CEO in Desnol subsidiaries. She also held the position of HR Director at Rositi between 2006 and 2009. After that, she started working at Gazprom Neft as the Head of HR Administration at the Department of Regional Sales. While building her professional career, Ms Bylenok continued her professional development. In 2009, she graduated from the Moscow International Higher Business School MIRBIS, majoring in Human Resource Management. She also pursued professional development at Gazprom Neft, where, among other things, she successfully completed the MBA corporate programme of Gazprom Neft and Stockholm School of Economics – Top Drive.

Vadim Smirnov,
Deputy CEO, Director of the Function for government relations and corporate communications


Born in 1963.

In 1985, he acquired a title of engineer for ship power engines. Other than that, he graduated from Diplomatic Academy (in 1994 in Moscow), and High Commercial School (in 1999 in Moscow), majoring in Finance and Audit. Between 1985 and 1991, he served in the Navy in various positions. Between 1994 and 1998, he was on staff of Russia’s Foreign Ministry, his duties including lengthy business trips to the Balkans. Between 1998 and 2009, he held various positions with Russia’s national air carrier Aeroflot, including the position of the Balkan countries general manager (six years), as well as the position of Head of Department for Controlling Finance and Foreign Currency Operations in Foreign Representation offices (two years).

Since 2010, he dealt with economic security within Gazprom Group, and as of February 2012, he becomes Internal Audit Director. Following that, he was appointed CEO of NIS affiliate in Romania, NIS Petrol. In addition to this position, in July 2017, he was also appointed Deputy CEO of NIS, acting Public Relations and Communications Director. In April this year, he was promoted to the acting Director of the Function for government relations and corporate communications . In July 2018, he was appointed Deputy CEO, Director of the Function for government relations and corporate communications .

Ulrich Peball,
Director of HSE


Born in 1961.

He graduated in 1988, obtaining a degree of civil engineer, and worked at the outset of his career in construction companies in Vienna and Germany. He spent 22 years with OMV, being in charge of environmental projects at the refinery, in marketing, and exploration and production. In 1999 he moved to international exploration and production, and worked at OM as the Director of HSE in several countries, e.g. Australia, New Zealand, and Romania.

Since August 2014, he has held the post of Director of HSE Function at NIS j.s.c. Novi Sad.

Jelena Popara,
Director of Internal Audit


Born in 1980.

Graduated in 2004 on the Faculty of Economics in Belgrade, Department for Finances, Accounting and Auditing. Acquired the international license for accounting and auditing – ACCA in 2012.

From 2005 to 2010, she was working as a Consultant in KPMG Company, Belgrade. In 2010, she joined the NIS management team, and starting from 2013, she was on the position of Financial Director of NIS’s daughter company in Romania.

In March 2016, she was appointed the Director of Internal Audit Function.
